The Éditions Pingouin was published specially for French people who had escaped to Britain, and also for the Free French Army which was established by De Gaulle in London after the fall of France.

The first in the series, F1, Louis Lévy's Vérites sur la France originally was published as a Penguin Special S84 in October 1941. On that occasion it was translated into English by W. Pickles.

Only six titles of this series were printed, the final one in May 1945.
